How the Building Safety Inspection Program runs in Cooper City
In Cooper City the program belongs to the Building Division, part of the Community Development Department. The city’s website has no page given over to the BSIP; what it publishes is a one-page form for the program, filed with the division’s applications and submittal forms. Below is what that form and the division’s page say.
- The city’s form
- The division’s list of applications and submittal forms includes one titled Commercial Building Safety Inspection Program. The form itself, headed by the Community Development Department and its Building Division, opens with a project number, the site address, the property or building name and the folio number.
- The building’s cycle
- Next to the actual year built, Cooper City’s form leaves a blank for each due year of the building’s inspections, so the whole cycle sits on one sheet. The ages and the interval behind those years are Broward’s, in the rows further down this page.
- Two professionals named
- The form names a structural engineer or architect and an electrical engineer or architect on separate lines, each with a license number, an e-mail and a phone, and adds a contact person for the building with a phone and an e-mail of their own.
- The city’s review
- The office section shows how the division reviews a filing: the structural and the electrical reports are each reviewed and dated by name, and the reviewer marks whether a structural repair permit, an electrical repair permit or a second structural or electrical report is required, with room for comments.
- Permits and the portal
- Repair permits go through the division’s permitting, which its page says is now handled in Accela Citizen Access, from applications and plan review to inspections and document uploads. The page does not say whether the BSIP reports themselves are uploaded there, so we confirm the route with the Building Division first.

Questions & answers
Questions boards in Cooper City ask
Does Cooper City have a web page for the BSIP?
Not one we found on the city’s site. The Building Division’s page covers permits, inspections and forms, and the program appears in the division’s list of forms as the Commercial Building Safety Inspection Program form. For questions, the division’s page gives its phone line and an e-mail address.
What does the Cooper City form ask us to fill in?
The building’s identity — project number, site address, name and folio number — its actual year built and due years, a contact person, and the structural and the electrical engineer or architect with their license numbers. The lower part is for the Building Division’s own use and stays blank.
What happens after the Cooper City Building Division reviews the reports?
The form records the outcome in three questions: whether a structural repair permit is required, whether an electrical repair permit is required, and whether a second structural or electrical report is required. The time for repairs is Broward’s, in the row “If repairs are needed”; the form does not restate it.
How do we get BSIP repair permits in Cooper City?
Through the city’s Accela Citizen Access portal, which the Building Division’s page says now handles permitting, inspections and plan review; first-time users create an account. For a permit opened before the switch, the page asks the holder to create an account and then call or write to the division to have the permit connected to it.
