How the Building Safety Inspection Program runs in Wilton Manors
In Wilton Manors, building permits and inspections come under the city’s Community Development Services Department, which has contracted building services assistance to Calvin, Giordano & Associates, a SAFEBUILT company. The city has no separate page for the Building Safety Inspection Program (BSIP): its building permit applications page carries a short section of documents for it. Here is what those documents and the city’s pages say; the county’s deadlines are in the rows further down.
- Where the documents are
- On the city’s building permit applications page, after the list of permit forms, a heading for the Building Safety Inspection Program holds four files: the county code section that sets up the program, a BSIP structural inspection form, a BSIP electrical inspection form and the Board of Rules and Appeals’ policy for the program.
- The code section
- The code section Wilton Manors posts comes from Broward County’s amendments to the Florida Building Code. It says the Board of Rules and Appeals created the program, that the Board’s written policy holds its minimum requirements, and that the Building Official shall enforce it. The city’s page lists its Building Official among the contracted firm’s staff.
- The report forms
- Both inspection forms on the city’s list are the Board’s fillable forms. The structural one opens with a choice between “No Repairs Required” and repairs required as outlined in the attached inspection report, and it states that the report rests on the minimum inspection guidelines in the Board’s policy.
- Filing online
- Wilton Manors says building permit applications and inspection requests are now accepted online, through the Building Permits link on its Online Services page, and its construction services page says all permits are submitted and can be monitored online. The BSIP section does not say how a report itself is delivered.
- Digital signatures
- The same page that carries the BSIP section lists a Digital Signature Affidavit among the city’s permit forms. The BSIP section itself does not say whether a report filed with digital signatures needs that affidavit, so we put the question to Community Development Services before the report goes in.
- Code compliance
- A building out of step with the program can reach the city’s Special Magistrate. An agenda of a hearing held by the city’s Code Compliance Unit lists a property cited under the Florida Building Code section for the program, still called there by its 40-year name, next to other violations at the same address.
- An older policy copy
- The copy of the Board’s policy on the city’s list is an earlier edition: its reporting section still gives a shorter time to complete the inspection than the county applies today. The times in force are the county’s, in the rows further down, and the Building Official’s notice states the date for your building.
- Who is exempt
- The county code section that Wilton Manors posts exempts U.S. Government and State of Florida buildings, buildings on Indian reservations, schools under the Broward County School Board, one- and two-family dwellings, certain townhouses as the Florida Building Code defines them, and the minor structures it defines by floor area.

Questions & answers
Questions boards in Wilton Manors ask
Where are the BSIP forms for a Wilton Manors building?
On the city’s building permit applications page, under its Building Safety Inspection Program heading: a structural and an electrical inspection form, the county code section and the Board of Rules and Appeals’ policy. The complete BSIP inspection and report we deliver uses both of those Board forms, for every building named on the notice.
How is a BSIP report filed in Wilton Manors?
Wilton Manors takes building permit applications online, through the Building Permits link on its Online Services page, and says all permits are now submitted online. The BSIP section names no portal or e-mail address for the report itself, so we ask Community Development Services how it wants the report before anything is filed.
Who reviews BSIP reports in Wilton Manors?
The county code section the city posts says the Building Official enforces the program. Wilton Manors has contracted its building services assistance to Calvin, Giordano & Associates, a SAFEBUILT company, and the city’s page lists the Building Official and the plan reviewers, discipline by discipline, among that firm’s staff.
What happens if a Wilton Manors building falls behind on the BSIP?
The city’s pages set out no procedure, but an agenda of the Code Compliance Unit’s Special Magistrate hearing shows a property cited under the program’s code section, along with other violations. The county’s times are above, under “Time to file” and “If repairs are needed”; if your date is near or past, send us the notice now.
Is the Wilton Manors BSIP the program known as the 40-year inspection?
Yes, under its current name. The Board’s policy that the city posts says buildings inspected under the prior program, known as the 40-year Building Safety Inspection Program, are deemed compliant with state law and continue with the later inspections. Today’s ages are the county’s, listed in the rows above.
