BSIP
In unincorporated Broward the county is its own building department: the Building Code Division takes the BSIP application and issues the permits for any repairs. Already late? One team still delivers the complete BSIP inspection and report, filed with the county itself.

How the Building Safety Inspection Program runs in unincorporated Broward
In unincorporated Broward, which the county calls the Broward Municipal Services District (BMSD), the Building Safety Inspection Program (BSIP) is handled by the Broward County Building Code Division, part of the Public Works and Environmental Services Department. The Division provides permitting, code compliance and enforcement to the district, and the county keeps the program’s code section and both of its report forms on its own site.
- Where the Division serves
- The Building Code page places Boulevard Gardens, Broadview Park, Franklin Park, Hillsboro Pines, Hillsboro Ranches, Roosevelt Gardens and Washington Park inside the Broward Municipal Services District. The Division also regulates construction for cities that contract with it; its ePermits guide lists the Village of Lazy Lake among the interlocal-agreement municipalities that cannot use ePermits for now.
- The Building Official’s role
- The county amendment to the Florida Building Code on the program makes the Building Official its enforcer and draws the minimum requirements from the Board of Rules and Appeals’ written policy. For a building in the district, the office behind that role is the county’s Building Code Division.
- The notice
- The county’s Building Code page is silent on how the notice reaches a building in the district, or who sends it. Both report forms the county posts start their inspections section by asking when the Notice of Required Inspection was dated, so hold on to the notice and mark the day it came in.
- Filing the report
- In the district, the BSIP filing is an application to the county. The General Information Form packet speaks of an application for recertification under the Broward County Building Safety Inspection Program, treats each later recertification of the same building as an application of its own, and lists an extension request beside them.
- Forms, questions and status
- For information, the submission of forms or an update on a file, the Building Code page asks people to call the Division’s main line or visit its office. The same page warns that ePermits may be unavailable while the county upgrades its website, so we ask the Division which way it wants the report delivered before it goes in.
- The report forms
- Broward County posts fillable structural and electrical BSIP inspection forms, and the Division’s Virtual Operations sheet lists the program among its applications. Each form states that the report follows the minimum inspection guidelines for building safety inspection listed in the Board of Rules and Appeals’ policy.
- The property’s record
- The county’s structural form asks whether the property record was researched for current code violations or unsafe structure cases. In the district both subjects belong to the Building Code Division, which also takes requests for building records; its request form cautions that it may no longer hold records for properties now in annexed municipalities.
- Repair permits
- If the report lists repairs, their permits come from the same Division, which its ePermits guide says holds permitting jurisdiction for properties in the district. The guide asks for the current Broward County Uniform Permit Application with every submittal, and a permit file opened in person has to continue in person.

Questions & answers
Questions boards in unincorporated Broward ask
Who sends the BSIP notice in unincorporated Broward?
The county’s Building Code page does not say. What the county amendment behind the program does say is who enforces it: the Building Official, and for the district that is the Building Official of the Broward County Building Code Division. Since both report forms ask for the notice’s date, send us a phone photo of it and we will tell you what it asks for and how long you have.
How do we file the BSIP report in unincorporated Broward?
As an application under the Broward County Building Safety Inspection Program, with the Broward County Building Code Division; the county’s packet uses those words for the first filing and for each later one. For submitting forms, the Division’s page points to its main line or its office, and it warns that ePermits may be down, so we confirm the route before the complete BSIP inspection and report goes in.
Can we get more time for the BSIP in unincorporated Broward?
The county’s General Information Form packet lists an extension request for a recertification, the first one or a later one, under the Broward County Building Safety Inspection Program. The Division’s page gives no length for an extension; the times the county sets are in the rows “Time to file” and, for the work, “If repairs are needed”.
How do we know a building is in unincorporated Broward?
The Building Code page says the Broward Municipal Services District includes Boulevard Gardens, Broadview Park, Franklin Park, Hillsboro Pines, Hillsboro Ranches, Roosevelt Gardens and Washington Park. A building there falls under the county’s permitting jurisdiction. For an area since annexed by a city, the county warns it may no longer hold the records; when in doubt, the address alone is enough for us to check which office it answers to.
Who issues BSIP repair permits in unincorporated Broward?
The Broward County Building Code Division, which holds permitting jurisdiction for properties in the district. Its ePermits guide asks for the current Broward County Uniform Permit Application with each submittal and says a file first submitted in person stays in person to the end. For the time the county allows the work, see “If repairs are needed”.
