Building Safety Inspection (BSIP) in Dania Beach

Dania Beach’s Building Official issues the Notice of Required Inspection, and the city’s Building Division reviews whatever reports come back. A single team handles the whole BSIP inspection package, on the city’s submittal form.

How the Building Safety Inspection Program runs in Dania Beach

Dania Beach runs Broward’s Building Safety Inspection Program through the Building Division of its Community Development department. The city’s page says the program follows the Florida Building Code and the Board of Rules and Appeals’ guidelines, and adds a note of its own: where the Board’s policy and a state Senate bill differ, the Board’s policy takes precedence. A submittal form and a sheet of questions and answers fill in how the review works.

The notice
Dania Beach’s page says the Building Official notifies the building owner or the association with a Notice of Required Inspection, and that the building’s age is counted from when its certificate of occupancy was issued. The notice tells the owner that a structural and an electrical inspection must be carried out.
Submitting to the city
The reports go back to the city: Dania Beach’s question sheet says the documents are submitted to the City’s Building Official, and each building needs its own package — the completed submittal form with the structural and electrical report forms. The city’s pages name no upload portal for it, so we confirm the delivery with the Building Division before filing.
The submittal form
The city’s Building Safety Inspection Program Submittal Form asks for the property owner, the job address and its present use, and one engineer or architect with a registration number. It is checked either as an initial building safety inspection or as a re-inspection in a later cycle.
What the reports carry
The city’s sheet asks for report forms that are properly sealed and bear an original signature, and for one of two boxes to be checked on them: Repairs Required or No Repairs Required. That box decides what the Building Official writes on the submittal form afterwards.
How the review works
Nobody from the city comes out to look. Dania Beach’s sheet says its review rests entirely on the architect’s or engineer’s report, and gives an approximate time for it. For the same reason the city hands out no names of professionals: it reviews their reports, and calls a referral list a conflict of interest.
After the review
If the reports find the building safe, Dania Beach’s page says the owner can request a certificate of completion for the program. The Building Official’s section of the submittal form records the outcome: report complete with no repairs, or repairs required, with or without permits.
Repairs
Repairs that come out of the report are permitted work: the city’s sheet says a licensed and insured contractor of the right trade completes the permit application, with documents showing the scope and the location of the repairs. No city inspector re-checks the BSIP items afterwards; an updated report closes them, and city inspections follow only an active permit.
Who is exempt
Dania Beach’s page lists as exempt one- and two-family dwellings below a size it gives, U.S. government and State of Florida buildings, Broward County School Board schools and buildings on Indian reservations. Its sheet adds that gutting and rebuilding the inside does not take a building out of the program; only full demolition and a new structure does.

Questions & answers

Questions boards in Dania Beach ask

Our Dania Beach building was gutted and renovated inside — is it still in the BSIP?

Yes, by the city’s own answer. Dania Beach’s sheet says a complete interior demolition or renovation does not exempt a property, because the inspection covers the electrical and structural exterior of the whole building. It is waived only where the entire building was torn down and a new structure built.

What if Dania Beach has the wrong owner or the wrong age for our building?

The city works from the Broward County Property Appraiser’s records. Its sheet says a new owner is verified there and the city’s database changed, while an owner the Appraiser still lists must have that record corrected directly. If you believe the building is younger than the age in the row “First due”, the city asks you to contact its Building Department, which researches the age with the same office.

Must a Dania Beach building be brought up to today’s code for the BSIP?

No, says the city: the program is a safety inspection of the current condition of the structural and electrical systems. Repairs, where the report calls for them, must meet the current code. Emergency lights and fire alarms are left to the annual inspection of the building by the City of Dania Beach Fire Department.

We plan to demolish our Dania Beach building — does it still need the inspection?

Dania Beach’s answer is yes, especially while the building is occupied or in use. An exception has to be asked for in writing, addressed to the Building Official. Until the city answers such a request, plan around the date on the notice; the time Broward allows is in the row “Time to file”.

How long do we have to file the BSIP reports in Dania Beach?

Dania Beach’s page still prints an older, shorter time to file. The time in force is Broward’s, in the row “Time to file”, and the notice states its own date — read that one first. Repairs run on the time in “If repairs are needed”, and the city’s form expects an updated report once they are complete.
