How building recertification is handled in Hialeah

In Hialeah the recertification runs through the Building Division. Each year the division mails a letter to the owners whose buildings are due, and it publishes its own set of forms and guidelines for the report. What follows is what the city’s own pages say, subject by subject.

The notice
The Building Division mails letters each year to the owners of the buildings that are due. The city’s report form asks for the date of that Notice of Required Inspection, so keep the letter: the deadlines are counted from it.
The city’s forms
Hialeah publishes its own fillable editions of the structural and electrical report forms, with the city’s name on them, and the guidelines that go with them. Its recertification page presents them as required forms.
What goes with them
The same list carries a parking-lot illumination form, a parking-lot guardrails affidavit and a sample letter of compliance, written on the professional’s letterhead and addressed to the Building Official. The two parking-lot documents go in where they apply to the property.
Electronic filing
The list also includes an affidavit that authorizes electronic submittal in place of signed and sealed hard copies. The city’s page does not say how a recertification report is delivered, so we confirm it with the Building Division before anything is filed.
Repairs
The city’s structural form is marked either as the initial report or as the amended report after the repairs are complete, and it asks whether the building can stay occupied while the recertification and the repairs are under way.
If it is late
Hialeah’s page says a building whose report is not in on time is deemed unsafe and non-compliant under the county code, that the case goes to a hearing before the city’s Special Magistrate, and that the Certificate of Occupancy may be revoked.
Older names
Some of the city’s documents still carry the program’s former name, the 40-year recertification — the guidelines and the sample letter among them. It is the same program; the ages now in force are in the rows further down.

  • Then in Hialeah: Every 10 years, for the life of the structure.

Questions & answers

Questions boards in Hialeah ask

Who sends the recertification notice in Hialeah?

The City of Hialeah’s Building Division. It mails letters each year to the owners of the buildings that are due, and the report goes back to that same office. Send us the letter — a phone photo is enough — and we confirm what it asks for and by when.

Does Hialeah have its own recertification forms?

Yes. The city posts fillable structural and electrical report forms under its own name, together with the guidelines, the two parking-lot documents and a sample letter of compliance. The complete package we deliver goes on the forms the city’s page lists.

What happens in Hialeah if the recertification report is late?

The city’s page says the building is deemed unsafe and non-compliant, that the owner is called to a hearing before the city’s Special Magistrate, and that the Certificate of Occupancy may be revoked. Already past the date on your letter? Send it anyway: the first step is the inspection and the report.

How long do we have to recertify a building in Hialeah?

The time is the county’s, counted from the notice: it is in the rows above, under the time to file and the time for repairs. Hialeah’s own page gives no number of days — it speaks of “the allotted time” — so the date on your letter is the one to go by.

Is Hialeah’s recertification the same as the 40-year recertification?

Yes. Several of the city’s documents still use that name. The program is Miami-Dade County’s building recertification, which Hialeah’s Building Division administers inside the city; the first inspection now falls due earlier than the old name says.
