Miami-Dade Recertification
North Bay Village records each recertification as a permit of its own and enforces the requirement under its own code. One team prepares the complete recertification for a building in the Village.

How building recertification is handled in North Bay Village
In North Bay Village the recertification runs through the North Bay Village Building and Zoning Department, which issues the Village’s permits and reviews each building’s records. The Village’s site has no page on the program by itself; its building audit page, its permit reports and its hearing agendas show how the requirement is handled. Below is what those Village documents say.
- A permit of its own
- The Village’s yearly permit reports list Building Recertification as a permit type of its own, with its own numbering, beside building, electrical, plumbing and demolition permits. In North Bay Village a building’s recertification is therefore a record in the Village’s permit system.
- Repairs under permit
- Repairs that come out of a report appear in those same reports as building permits, with descriptions such as concrete repair as per the 40-year inspection report — the program’s former name — or minor concrete repairs as per the recertification report.
- Digital applications
- The Village’s building page says the Building Department accepts applications digitally only, with every document sent as a PDF by e-mail to the Building Clerk. The page speaks of permits and does not say whether a recertification report takes the same route, so we confirm it with the department first.
- The building audit
- After the Surfside tragedy the Village began a Building Audit Process: its Building Department visits and reviews the records of all multi-family and commercial buildings, including each one’s recertification history. Buildings due for recertification were among those it said it would visit first. The page was last updated in the year the process began.
- Engineering reports
- Where a visit by the Village’s Chief Building Official finds deficiencies, the audit page says a structural engineering report is requested within a specified timeframe, and the building must then follow the engineer’s recommendations for repairs.
- If it is late
- The Village cites the requirement under its own code. Its Special Magistrate agendas list cases for failure to obtain recertification of buildings and components, brought by its code enforcement officers, and the agenda the Village posts holds those hearings by video conference.
- Unsafe buildings
- In one case the Village published, an engineer retained by a condominium association to perform the recertification reported serious conditions, and the Village’s building officials deemed the building not safe for occupancy and ordered residents to evacuate.
- Help with assessments
- The Village’s Condominium Special Assessment Program offers eligible condominium owners a zero percent interest loan toward special assessments that arise from repairs the recertification requires. Its application asks the owner to describe the improvements, the recertification among them.

Questions & answers
Questions boards in North Bay Village ask
Who enforces the recertification requirement in North Bay Village?
The Village itself, under a section of its own code titled failure to obtain recertification of buildings and components; those cases are heard by the Village’s Special Magistrate. The engineering reports the Village requests go to its Building Department. Send us what the Village sent you — a phone photo is plenty — and we confirm what it asks for and by when.
How is a recertification recorded in North Bay Village?
As a permit. The Village’s permit reports carry Building Recertification as its own type, and the repair permits that follow a report name that report in their description. A public records request is the route the audit page gives for historical data on a building, which is also where its recertification history sits.
Was our North Bay Village building part of the Village’s building audit?
The audit page lists the buildings the Chief Building Official has visited and says each of them then gets a follow-up on any outstanding issues. It points residents to their condominium association or property manager for details of the visit. If the Village asked your building for an engineering report, send us that request with the address.
How long does a building in North Bay Village have to file?
The Village’s documents print no days of their own for the report. The county’s time is under “Time to file in North Bay Village” above, and the repair time under “If repairs are needed in North Bay Village”. Where the Village has requested an engineering report after an audit visit, the time is the one set in that request.
Is the North Bay Village recertification the same as the 40-year recertification?
Yes. The Village’s audit page and its permit reports still call it the 40-year recertification, the program’s former name, and one Village press release speaks of a building’s required certification at a later age. It is Miami-Dade County’s program; the ages in force are in the rows above.
